Land to the northwest of Roborough and the existing Woolwell area is allocated for development and will also provide a range of other uses including a Community Park, playing pitches, a primary school, healthcare, and ecological and biodiversity enhancements.

Provision is made for in the order of 2,000 new homes (about 1,560 of which are anticipated to come forward within the plan period).

Outline application Proposal

App A: Outline application for provision of up to 1,640 new dwellings; up to 1,200 sqm of commercial, retail and community floorspace (A1-A5, D1 and D2 uses); a new primary school; areas of public open space including a community park; new sport and playing facilities; new access points and vehicular, cycle and pedestrian links; strategic landscaping and attenuation basins; a primary substation and other associated site infrastructure.

App B: Outline application for up to 360 dwellings and associated landscaping, new access points from Towerfield Drive and Pick Pie Drive and site infrastructure.

Development Progress

The outline applications have been submitted to South Hams District Council following extensive pre-app, masterplanning, and consultation. Determination of the applications is due in 2024.

Next Steps

Once consented, development is likely to start within 2 years, following completion of legal agreements, site assembly, and approval of detailed planning applications. 

Plymouth City Council are supporting the level of growth anticipated within the northern area through delivery of strategic infrastructure outlined within PLY44, and more notably improvements along the Woolwell to the George section of the A386. These improvement works are planned to start in 2024 to ensure they are in place to accommodate this development north of the city.
