The Civic Centre and Council House site will continue to play a key role in the civic life of Plymouth as well as providing new opportunities, through the retention of civic functions, the reuse of the existing buildings, and the delivery of new development on the existing surface level car park.  New uses which will be acceptable include residential, offices, hotel, restaurants, bars, leisure and cultural uses.  Provision is made for in the order of 248 new homes as part of the mix of uses.

Development Progress Civic Centre

1. Extensive pre-application  for sensitive redevelopment of Civic Centre Building.

2. Consented applications (19/00439/FUL and 19/00440/LBC ) for re-use (144 residential unit and mixed use including A1, A2, A3, A4, A5, B1, D1 & D2 uses) and works to Civic Centre.

3. Two pre-app (Scoping) advice provided for proposed conference scheme and changes to amended scheme

Plymouth City Council Next Steps

1. Support Developer through delivery of scheme including further pre-application advice, subsequent planning applications and processing conditions.

2. Work with applicant and Low Carbon Team to deliver District Heating facility in basement to serve the City Centre.

3. Develop strategy for delivery of Civic Square including relevant planning consents and funding opportunities

4. Support the delivery of the Better Place strategy for an improved Civic Square
